Texas is one of seven states in the country that uses average daily attendance to calculate funding for its public schools. However, schools are still required to provide an education to 100% of enrolled students using funds based on a lower student count. The ongoing pandemic has highlighted the need to update our school finance formulas to provide school districts with funding for all the students they serve.
